Can rugs interfere with puppy pad training?

I recently just got a puppy and ive been trying to train him to potty on the puppy pad.
He pottys on the pad when i supervise him, however sometimes whenever im not paying attention he pees and poops on rugs (never on the actual carpet).
Could the puppy think that the rug is a puppy pad?
Thanks and any tips on helping me potty train my pup would be nice as well
could be.you need to praise him and associate it with a treat then he will realize that’s where he goes.try putting puppy pads wherever he commonly goes.Slowly get it to one pad.

i have a dog, she’s about 3 years old now, and sadly she was never trained. she understands sit, but only sometimes does it. she pulls on the leash, constantly tries to run away, jumps up on everyone, and if i took her off the leash in public she would never come back.
any ideas of a training video or website i could use to spare myself the $125 on a class?
